There is a speed limitation, it was the one set when you started the program (in the Speed Wizard). If your line is 1 Mbit then your upload is about 128 KB/s anyway, but if it's 1 MB (8 Mbit) then you might have set the speed or the upload limit wrong. You can run the speed wizard again and make sure it's set to the correct speed, or go to Preferences->Network Options and change the maximum upload rate.
